§ 1.2a Tennessee Administrative Law and Claims Courts
In 1995 a digest of all administrative opinions was compiled.  Unfortunately, no updates have been made.  A copy of Uniform Rules of Procedures for Hearing Contested Cases Before State Administrative Agencies on the Administrative Procedures Division website. 

The Tennessee Claims Commission's website contains Rules and applicable statutes.

The Criminal Injuries Compensation Program compensates victims of crime in some cases where civil actions produced no recovery.

Martindale-Hubble has the largest online database.  Tennessee Commission on CLE and Specialization allows searching for attorneys by location of specialization and a list of phone numbers to places that make referrals.

§ 1.5c Attorney Organizations and Referrals
Tennessee Bar Association provides legal news focusing on the Tennessee judiciary and the bar on a daily basis;  a searchable database of all members and links to all of it's member's websites.

Memphis Bar Association provides information about sponsored events and the many CLE they host.

Tennessee's only referral service is handled by the Nashville Bar Association.  They do make referrals to Memphis attorneys.

§ 1.6 CLE, BPR and Other Resources Related to the License to Practice
Tennessee Commission on Continuing Legal Education and Specialization is the official agency of the Supreme Court that qualifies courses and providers, accounts for all attorneys course credits and regulates attorney specialization.  Their site provides information on all CLE accredited by Tennessee, allows attorney to check their specific credits, allows providers to submit courses for approval and lists attorneys by specialization.

Tennessee Board of law Examiners provides on line applications and exam information.

Tennessee Lawyers Assistance Program seeks to help attorneys handle substance abuse and mental health issue in a confidential way in order to avert damage to clients, the attorney's career and the profession at large.

The Tennessee Board of Professional Responsibility does not have a web site apart from the Tennessee Supreme Court's site.  Their opinions are hidden away here with the Judicial Ethics Opinions. Announcements such as the recent Request for Comments by the Board appear on the Supreme Court's site.

Tennessee has five major media markets, Memphis, Nashville, Knoxville, Chattanooga and the Tri-Cities.  Only Memphis media is covered here but a list of all major Tennessee newspapers, radio and television stations is maintained by ABYZ News Links.

§ 1.9a Newspapers
Memphis major daily is the Commercial Appeal.  The Daily News is the major publisher of legal notices and has editorial content focused on the legal community and Real Estate.  The Daily News online service provides a subscription only database of court filings, real estate transactions, crime reports and other public records not available online elsewhere.

The Memphis Business Journal is published weekly as is the Memphis Flyer, a free alternative paper covering politics and social events.

§ 2.1a All Appellate Courts, Judicial Boards and Commissions
All Arkansas appellate courts, judicial and professional commissions and board are coordinated at the Arkansas Judiciary page.  Judicial Ethics Advisory Committee  issues opinions under direct authority of the state Constitution.  Ethics Advisory Opinions are issued by the Professional Ethics Committee of the Arkansas Bar Association.

§ 2.1b Appellate Court Opinions
Opinions are searchable by date or Arkansas Reports/Arkansas Appellate Reports citation and by party name or by keyword on the main opinions page. Published opinions for the Supreme Court and the Appellate Court are available back to 1994.  Unpublished Supreme Court opinions are available back to 1999; unpublished Court of Appeals opinions are available back to 2000.

§ 2.1c Circuit, Chancery, Probate, Criminal and Juvenile Courts
Arkansas Circuit Courts have jurisdiction over
criminal, civil, probate, domestic relations, and juvenile matters. Crittenden County is within the 2d District.  A separate court of equity was eliminated in 2001.   Few courts have their own web sites, the Arkansas Judiciary site provides a directory of all judges and links to six of the 23 districts with a web presence.  District courts have replaced the jurisdiction of Municipal Courts with nine courts having their own web sites.

§ 2.2a Arkansas Administrative Law and Claims Courts
An article on the Arkansas Administrative Procedures Act is on the Arkansas Bar Association site.

The Arkansas Register is available back to January 2001.  Proposed and Final Administrative Rules are posted here.

§ 2.2b Attorney General Opinions
Attorney General Opinions are searchable by date, subject, requestor name or keyword.  The site indicates that not all opinions are available and that not all footnotes may be included in html format, but that they are working to correct this.  The date search feature allows for searches of opinions back to 1992.

§ 2.2c Business Filings
Entity searches, corporate and other business organization filings and franchise tax information and payments may be done online at the Secretary of State site.

§ 2.2d Records Search
UCC searches and filings may also be done online with the Secretary of State.

The legislature's site allows for searching of current bill status and archives of bills and acts extend back to January 1987.  House and Senate Journals go back to 2003.

State Attorney General Mike Beebe's office also handles consumer protection matters and victims' assistance programs.
U.S. Attorney for the Eastern District of Arkansas The Western District has no website.

§ 2.5b Private and Pro Bono Attorneys
Arkansas Legal Services Partnership is a jointly administered site by Legal Aid of Arkansas and Center for Arkansas Legal Service who together cover all 75 counties in the state.

§ 2.5c Attorney Organizations and Referrals
Arkansas has a unified bar meaning that all licensed attorneys are members.  The Arkansas Bar Association provides a lawyer search site, arkansasfindalawyer, that categorizes by specialty and searches by name or county or state.  However, the Supreme Court's Directory is far more complete.

§ 2.6 CLE, Professional Conduct and Other Resources Related to the License to Practice

Office of the Supreme Court Committee on Professional Conduct website provides Rules of Conduct, regulations on Trust Accounts, annual reports and disciplinary decisions.\

The Arkansas Continuing Legal Education Board site contains compliance requirements, forms, listings of courses and links to providers of CLE by telephone. Arkansas Bar Association sponsored CLE courses

Arkansas State Board of Law Examiners website provides bar application, rules for admission and some previous bar exams.

The University of Arkansas School of Law, Young Law Library has an online catalog through the campus-wide InfoLinks system.

The University of Arkansas at Little Rock School of Law and Pulaski County operate their law library jointly. The online catalog, THEMIS, also includes the Arkansas Supreme Court Library.

§ 2.9 Media
While parts of Eastern Arkansas are reached and covered by Memphis media outlets, all other media markets are primarily served instate. A list of all major Arkansas newspapers, radio and television stations is maintained by ABYZ News Links.

The Arkansas Democrat-Gazette ha statewide coverage and publishes both a Little Rock and Northwest Arkansas Edition.

The Arkansas Times is a weekly Little Rock Newspaper with a focus on politics and social events.

Arkansas Business and the Northwest Arkansas Business Journal are published by the Arkansas Business Publishing Group.

The Jonesboro Sun covers Northeast Arkansas.

The Mississippi Supreme Court site is the gateway to all appellate court dockets, Administrative Office of the Courts directory, Clerk's Office as well as judiciary, attorney licensing information, CLE, Code and Rules that are listed with explanations below.  Some oral arguments before the Supreme Court are webcast live.  For a schedule of upcoming cases go to Court Webcasting.

§ 3.1b Appellate Court Opinions
The Supreme Court and Appellate Court opinion page allows for searching by year and first letter of party name or by a search engine no less than three levels of robustness from which to choose: Plain English for less experienced searchers, Menu-Assisted for those at the intermediate level and Command Based for the "experienced."  If you are familiar with Lexis or Westlaw type command searches, the latter will be familiar.

§ 3.1c Circuit, Chancery and County Courts

On the Supreme Court's website there is a Directory of Circuit Court Judges and staff, Circuit Court Clerks, Chancery Judges and staff, Chancery Court Clerks and County Court Judges.

Some Circuit Courts have an online presence:

The official state site is mississippi.gov and has an index to all Agencies.  A complete list of all online state services includes, forms, filings, information access and e-transactions.

§ 3.2a Mississippi Administrative Law.
The Mississippi Library Commission State Documents Online section contains only five separate regulations posted by state agencies:

Opinions are searchable by subject or text keyword and include opinion from 1979 to the present.

§ 3.2c Business Filings
The Secretary of State provides forms, fee schedules and instructions for download.  Business entity searches can be done online.

§ 3.2d Records Search
UCC Forms and filing instructions are available for download to completed and filed online (requires registration).  UCC searches may be done here.

Current legislation status is searchable by session, text, author, committee, calendar, schedule and subject.  Prior bills are searchable from the 1999 Regular session to present by text, type of measure, chamber and by session.

§ 3.3b Code
One unannotated version of the code is provided for free by www.mslawyer.com, a subscription based service with many other legal resources such as forms and more robust search option available to subscribers.  Another free version of the code is provided by LexisNexis.  Note that Michie's, owned by LexisNexis has ceased to be the official version of the code.

The U.S. Attorney for the Southern District has a website.  The state attorney general's site list 14 separate divisions.

§ 3.5b Private and Pro Bono Attorneys

Mississippi has a unified bar.  All attorneys are included in a searchable database of the Mississippi Bar is on the Supreme Court's site.

North Mississippi Legal Services covers 39 counties in Northern Mississippi from offices in Clarksdale, Greenville, Oxford, Tupelo and West Point. The Mississippi Center for Legal Services serves 15 counties in west central Mississippi from offices in Jackson, Vicksburg, Natchez and McComb.  Although they do not have a website, information can be found at www.mslegalservices.org.

§ 3.5c Attorney Organizations and Referrals
The Mississippi Bar Association include all admitted attorneys.  Other organizations include the Mississippi Defense Lawyers Association and the Mississippi Trial Lawyers Association.

§ 3.6 CLE, Professional Responsibility and Other Resources Related to the License to Practice

The Mississippi Commission on Continuing Legal Education site provides information on compliance, a list of all approved courses and forms.  Guidelines and Rules for Professional Conduct, rules for lawyer advertising and procedures for client complaints are all freely available on the Mississippi Bar Associations page on Professional Resonsibility.

All Ethics Opinions are searchable by keyword in the text, opinion number and by subject.

The Bar Admissions page is currently "under construction," but still contains applications and rules for admission.
